The Public Policy Crisis in Electricity
David K. Owens is the Executive Vice President of Business Operations for the Edison Electric Institute (EEI). He will discuss the various ways of addressing the challenge of ensuring the reliability of the nationwide electrical system given the jurisdictional differences throughout the country. Mr. Owens is responsible for the strategic areas of energy supply and the environment, energy delivery and services, and international affairs for EEI. The role of EEI is to focus on a broad range of issues that affect the future structure of the industry and new rules in evolving competitive markets. Mr. Owens holds a bachelor of science and master's degree in engineering from Howard University and a master's degree in engineering administration from George Washington University. He has frequently testified before the United States Congress and made hundreds of presentations to major academic and industry conferences. He was a key industry spokesperson during the blackout of 2003.
